Tep Vanny released by Royal Pardon

On 11 November , seven women land rights defenders Ms Tep Vanny, Ms Nget Khun, Ms Song Sreyleap, Ms Kong Chantha, Ms Pan Chunreth, Ms Bop Chorvy and Ms Nong Srengand were sentenced by Phnom Penh First Instance Court to one-year imprisonment and a fine on charges of obstructing public traffic after protesting in front of Phnom Penh’s City Hall.

On the morning of 10 November , the day before the protest, the seven women land rights defenders placed a wooden bed in front of Phnom Penh’s City Hall protesting against the repeated flooding of their homes in the Boeung Kak lake area. The land rights defenders demanded that the city authorities clear the surrounding drains immediately. As the activists reported, their homes were flooded with foul-smelling water for many days as a result of Boeung Kak lake being filled in as part of a development project backed by Senator Lao Meng Khin of Cambodia's ruling party. Since , almost 20, people have been forcefully evicted from the area in connection with the ongoing development project.

The Observatory has been informed by reliable sources about the sentencing of land rights defender and Boeung Kak Lake community representative Ms. Tep Vanny, in relation to a peaceful protest she attended in

According to the information received, on February 7, , the Supreme Court rejected Ms. Tep Vanny’s appeal against her conviction on charges of “intentional violence with aggravating circumstances” (Article of the Criminal Code) for her participation in a protest calling for the release of then-jailed Boeung Kak activist Ms. Yorm Bopha, in (see background information) and upheld her month prison sentence.

Ms. Tep Vanny has been arbitrarily detained in Correctional Centre 2 (CC2) prison in Phnom Penh since August 15, (see background information).

Tep Vanny Sentenced to Prison

On 20 August , human rights defender Tep Vanny was released from prison after serving two years of her sentence, following a royal pardon from Cambodia’s King Norodom Sihamoni. The royal pardon, requested by Prime Minister Hun Sen, was granted for two convictions; the first, a 30 month sentence for “intentional violence”, for which Tep Vanny had already been imprisoned, and the second, a six month sentence that had not been enforced yet.

Tep Vanny was unjustly arrested on 15 August while protesting against the arbitrary detention and sentencing of four human rights defenders in Cambodia under charges of “insulting a public official”. However, instead of releasing the human rights defender at the end of her sentence, the authorities reactivated an old case, and on 23 February , Tep Vanny was convicted by Phnom Penh Municipal Court for “intentional violence with aggravating circumstances” under Article of the Cambodian Criminal Code and sentenced to two and a half years’ imprisonment.
